There is no legal obligation to sell sand and aggregates by weight up to 1
tonne or 1 cubic metre. However, it must be good business practice to accurately

So far as prepacks are concerned the operator can maintain reasonable accuracy using the weigh equipment and display provided by the manufacturer. However, one tonne sacks are being filled with wet and dry product and are being sent out un-weighed.
Sand and aggregates are becoming more expensive and one tonne sacks are now commonly weighed by alert operators to 900kg and pallet loaded on to lorries. This prevents overloading of vehicles with possible prosecution and fines.
Additionally a £5 charge is raised for supplying the sand and aggregates in
FIBC’s. Weighing also saves the very considerable loss of product by careless
bag filling.
We estimate the average merchant sends out 50 FIBC’s daily (some considerably
more), which equates to 12,500 per annum. Without weighing these bags, the "give-away" tonnage can be hundreds of tonnes each year.
